Looking for retail like low rate server

Sorry in advance; ive looked around on the top sites and the forum but didnt find anything meeting the specifications:

Rate between x3 and x6
no donating for armor/wep/enchants
retail like* (no gm shop, safe enchant +3)
20 min buffs/2min song/dance
interlude or kameal
preferable l2 off

important: a community where everyone is not already 70+ in a grade, so relatively new.

any ideas would be well appreciated

im new here and also new with L2 but i now play on everlast ww. everlast. l2m.pl/ and i reallly like it
all people are verry nice to me, they help me all the time, good ping, 300 people all the time and normale rate x4 so i hope more people come to join the low rate server from everlast. right now are much polish ( they all speak english) and some other countries but i hope more US and UK people come to join because im newbie
