Can't register hopzone?

I'm anochecer a player from lineage II and I want to know why I can't register in hopzone for write coments in the server list... I don't know anything of the system of this website and I don't know if I'm writing in the correct seccion...

I beg you answer me and if I'm not in the correct secction tell to me.
