Cant add my server on the top...

Hi all.Admin,please do something : every time when i try to add my server to the hopzone top ,it sais me to wait...i wait and then,when i click on the vote link it says me : has LS or GS offline . You cannot vote for an offline server !
and my server is online. What`s wrong ?

If you were not approved. Vote link will not work.
